Sorry for my short answer I was called away. My B50 valve locked even at 2900psi and from what I've read most do. Be careful loosening that fill port, be patient and then when you refill the tank do it slowly otherwise the shock may drive the valve through the screen and then you will have to take it apart to fix it. I use a pump and eventually I had to deal with the broken screen. When you get it working and if you have access to a Shooting Chrony you should fill to 2600 psi and then shoot a string of 30 shots and record the velocities to find the center of the power curve, then you will know how much air to put in and how many shots to take till the next fill. You may be fine at 2800psi. This site will help and I think has a link to the book that is referred to https://sites.google.com/site/b50tuning/. Once you get the hang of this rifle it will be great, they are very well constructed and easy to work on and are of better quality and finish than many rifles costing twice as much.

Not knowing anything about the rifle, the video suggests it is not cocked??
Certainly there is no audible hammer movement - guessing it's the thumb/finger shaped brass colored bit that needs pulling to engage the sear and cock hammer...

Yes pull the brass colored bit back by turning to the side and pulling until the hammer is cocked. This is an excellent time to insert a pellet. Push the brass bit in and return to the upright position so it is locked. Although the OP said it was cocked so this is probably not his problem.
