Years ago we had a Canadian airgun dealer who sold the Rohm Twinmaster Trainer as a non-PAL air pistol. It came with the option of a wooden grip or a black rubberized. Also a Twinmaster airpistol version with the black & yellow grip and also a target model.

The rifle version that you have can be shot as a 24.5" rifle and also produces PAL rated velocity.

I like one of those to go with my AR15 but our "Dear Leader" in Ottawa says he is taking my AR15 away so having a trainer for it wouldn't make much sense for me right now.

Got my RPAL is really because I have a list for some (Hmm... Maybe a little bit more than 'some') good pistols on another list... However for the same reason, and I don't have such a big pocket of money to buy a thousands dollars pistol and just for looking at it... It's still a list so far...

One range is 10 mins from my house and this still applies for me.

This is why I purchased the Twinmaster in the first place: to shoot in my basement. I never thought it would be consider a restricted firearm. I was more then happy with my airguns. I got my RPAL only to get this mean "killing machine" from customs. Obviously, having my RPAL and having now to pay a membership each year to be a club member, I had to buy a "real" handgun... nothing to crazy, a 1911 in .22LR, more then enough to shoot on paper target. I love the smell of powder !

technically to reduce the FPS is quite trivial (permanently reduce hammer spring strength, machine a smaller transfer port, lighter hammer, drill a bleed hole, etc)
But the hard part is the legal aspect. I think you need to talk to your CFO about the requirements of reclassification. Also might need to pay some certified inspector to look at the gun after it's modded.
