Post subject: Clarification of scope rule for HFT

Hi. I'm sure this has been covered already, but I cannot seem to find the information.
There is a 15x magnification rule for HFT. Does that mean only scopes that are capable of less than that (say a 3-9) are legal, or could someone use a scope that has higher capabilities (say a 4-16) and simply set the magnification to below 15x to abide by the rules?
