Are you sure that is not a 7.62x54R.

Power wise, it is similar to the .30/06 of WW11 era.
The cases, of course are totally different.

There is no such round as 5.45x54R.

These are the only cartridges factory chambered by various countries for the Mosin Nagant.

7.62×54mmR (aka 7.62 Russian)
7.62×53mmR (Finnish variants only)
7.92×57mm Mauser (Polish variants & German captures)
8×50mmR Mannlicher (Austrian capture)
