the rail comes in the box with the Victory

Volquartsen and DPI make aftermarket rails for the Victory too

Murray Charlton in BC could get you it. They're Canada S&W dealer. But you could order direct from TANDEMKROSS. Or Sylvestre Sport in Bonnyville AB is Volquartsen biggest stocking dealer.
