Diversified Innovative Products (DIP) make good rails. Unfortunately they won't ship internationally. But there is good news. Kinney's Shooting Supplies carries DIP rails and will ship them quickly and affordably to Canada.

Have you thought of like FX no limit rings. Or Burris Zee rings with posi allign? Does what the base does w/o any extra height.

EGW makes a 20moa base you can get in Canada.

and Hawke have 25 MOA shims for scope rings in 1" and 30mm....

I found Leapers raised mounts on their website.... Picatinny to Picatinny or Dovetail to Picatinny.... but they sure add a LOT of height to the mount.... Hawke have their 25 MOA scope shims on the website, anyone know who carries them?....

Alluding to the info Leadslinger submitted, a friend sent me this link 2 weeks ago for long range shooting needs. They don't seem to have 25 moa though. They're situated in Pennsylvania.

I'll second the posi-align inserts on the Burris zee system.
Get the complete insert set- there's an easy up to + 30 m.o.a. range there at least...
Increments are + or - 5, 10, 20 m.o.a.
