Does anyone know of a 20 or 30 moa picatinny/weaver rail that will fit on an 11mm dovetail base or on a Ruger M77/22? Thanks.

D&L used to sell a 17.1moa and 21 moa rails that fit on standard air gun grooves.
I have one of those on the .22 HW77 I have. Leapers, seems to me and sold by D&L- back then.
I supposed THEY should be able to order them.
Doesn't look like the 20MOA base at D&L fits the narrow grooves, but it might. Advertised as universal mount. Calling them would help, I suspect.

That is close, I guess it could be used with an adaptor but I'd prefer to keep it to as few a parts as possible to minimize possible shifts in POI.

You are looking for a base WITH rings? ALL CF bench rest shooters use separate bases and rings for competition from 100 to 1000yards.
I don't understand your reluctance to use multiple components. When locked together properly, they become one.

I've used the simple one-piece RWS mount on rimfires with good success so long as the bolt clears:

Sorry, I was referring to the fact I would need another adaptor to fit the weaver to the 11mm dovetail. I don't mind using separate rings, in fact it prefer separate rings.

I could be wrong but it looked like it needed mounting screw holes that my rifle doesn't have.

Appears that way to me too. Even the underside picture don't show the dove-tail needed for the 11mm rail.
They do show an elevation(sides), but not the requisite dovetail(s).

If you check with them, there ought to be other screws available with a "nylon" end that will simply put pressure on the receiver and keep the rail in place

Otherwise, just noticed that Nordic (out of Nova-Scotia) has this, available in 15 or 30 moa
