The best advice on old smokeless powders, is: Rusty or strong chemical smell - don't use it, it is now fertilizer for the lawn or garden.
If not rusty, dusty or strong chemical smelling, it's probably just fine, especially if you have "data" for that powder of that time period.
I have used some black powder that was 100years old in the 70's and it was excellent, better than what was available at the time in Canada.

Red dust (rust) when pouring older smokeless stick powders is the usual sign of deterioration.
Rust inside the can, is a different problem.
I have many tins of smokeless powders that are 30 and 40 years old. They are still as "vital" as when fresh.
Proper storage is essential. Cool and dry.
The question was would by buy it? Only if I could examine it and only if for a decent price, well below current prices. If it is a part can,
inspection is mandatory & having knowledge of what the powder is supposed to look like is also necessary. Oft time, non-knowing people
will blend powders to cut down on the number of cans of powder they have - THAT is looking for drastic trouble, perhaps life threatening.
Had a fellow give me a brand new can of IMR4227 he had purchased as "black powder". Well, IMR4227 is black, but it is not black powder.
Use of that stuff in a muzzleloader, would most certainly cause the detonation of the gun.
