What kind of counters can a firearms expert with a gun use to counter a martial artist who knows how to disarm a person with a gun?

When I studied martial arts in my twenties, our Sensei once told us that he knew at least six techniques that are effective against guns. Unfortunately, none of them are effective against bullets, so he recommended keeping your hands in sight and giving up your wallet.

Yes, I would say so. Bruce Lee once said he could not fight a .45.
