Some have solved the problem. Some immigrants and perhaps some longtime Canadians have discovered that building a large residence and having multiple family members and family groups and generations living under one roof leads to one school and one property tax bill amounting to much less than the rest of us suckers pay.
Where I lived 3 years ago in a BC area we even had the district decide that since we had a larger tax base and revenue we should pay for others' parks and fire protection on an unequal basis because we are just so kind. This when seniors in those areas were only paying 200-300 in total tax after provincial credits. Since they could not afford another few bucks we got to pay it.
