Hi, I have imported from a store in Europe a Röhm Twinmaster Trainer Combat Rifle. It's a .177 pellet "rifle". For some reason, It was hold by Canadian customs and classified has a RESTRICTED FIREARM !!! ( RPAL ). I now would like to sell it, but obviously, nobody is interested in buying a pellet airgun that is RPAL classified. Any suggestions ? All help would be appreciated. Thanks.

I don't think Canada Customs would release the firearm to you to be worked on so you can't get it detuned. It appears that the TCR is the Rohm pistol with parts added on. If it's rated over 500fps then it becomes RPAL. Your best option might be to contact the seller to see if it can be returned. They might have some sympathy when they hear your story. Maybe Canada Customs would do a Return to Sender for you and bill your credit card. It's free to ask.

As far as I know, the custom will not release the airgun (considered restricted) to a gunsmith unless
- The business is approved for restricted
- The provincial CFO would need to approve
- There would need to be a FRT for them to issue a ATT

And nobody in his right mind wants to be involved with a restricted airgun, it's a can of worm that does not need to be opened.

This is not a cheap airgun, with the import fees and taxes it came to about $700CDN. At the time (2016), I already had my PAL license, so why not take my RPAL and explore the world of handgun... So after getting my RPAL license, the Twinmaster was release to me by customs. It's a great piece, but it's just impossible to sell. It is probably the only RESTRICTED airgun in the world !!!

Nope.......there are close to a hundred, if not more restricted airguns.......just check south of the border.

Okay, I misunderstood your original post. I thought the firearm was still being held by Canada Customs. Instead, you already have the restricted and registered firearm and you now want to sell it. You have to sell it to someone who has a RPAL and wants a restricted airgun. Not many other options. I don't think you will find an airgunsmith in Canada who is qualified and approved to convert the firearm to non-PAL.

If it's classified as a pistol-restricted, even having it detuned will not change anything.
- Once a restricted-pistol, always a restricted pistol.

Simply being "detuned" would probably not be acceptable by the RCMP, as the modification would not be permanent.

I have seen prohibited pistol becoming restricted after changing the barrel. It is a common thing. So I know it's possible to change the status of this one to not restricted. The problem I have is that a gunsmith won't work on an airgun, and those who service airguns can't work on a restricted firearm...

a 12(6) pistol is prohibited because of barrel length
- Changing the barrel makes them restricted.
- The rules and regulations for storage and use of 12(6) and restricted firearms are the same

Take a "restricted" pistol, add a 30" barrel... it will still be restricted... add a shoulder stock, it will still be restricted... weld the barrel and stock in place, it will still be restricted.
