I am afraid the officer who shot the woman would face a charge of over usage on the weapon?!"

No way... cops have shot and killed people for doing a lot less.... remember that kid that was on the streetcar in t.o.?? ...he just refused to drop the knife and the cops murdered him... he even had his hands up at one point... no one was even at risk... the popped him 3 times, the another 6 times to make sure hes dead...I can almost guarantee that cop will not be doing any jail time...they already found him not guilty of second degree murder which is typical when cops murder civilians...
