I've never used an iPhone, just Android for years now and before that Pocket PC phones and PDAs. But each of these devices has had available many image manipulation programs. Looking quickly just now I see it is the same for iPhone devices, there are at least a few simple and free programs which enable shrinking image scale and the resulting file size of pictures.
