Weird because my brother has sent his Redfield back to the States a couple of times for repairs with no special paperwork and with no problem. :?

The current amnesty may work in your favour here - you have almost a year to register it to be in compliance with the legislation as it stands. With a little luck this fall, you may not have to register it at all. :D
